Cecilia Espinola is the Director of the Human Services Department of Santa Cruz County, the county’s umbrella social services, welfare, veteran’s services, and job training agency. Cecilia is an active member of the California Welfare Directors Association (CWDA) and has held a variety of leadership positions in the association, including President. She currently serves as Chair of the Legislation Committee. Cecilia also serves as the Chair of the California Social Work Education Center, is a member of the Bay Area Social Services Consortium (BASSC), and a founding commissioner of the First5 Santa Cruz County. She served as a member of the National Association of Social Workers Blue Ribbon Panel on Economic Security and on the Advisory Council for the Center of Advanced Study of Aging Services. Cecilia earned her Masters of Social Welfare Degree from UC Berkeley in 1983.
